Footpath Project Warrant Article

The current project, the first phase of the master plan, is being funded by taxes as appropriated in a 2003 warrant article and ballot question:

 

Warrant Article at May 5, 2003, Town Meeting

ARTICLE 17 - Footpath Plan:  That One Hundred and Fifty Thousand Dollars ($150,000) is appropriated to be expended by the Board of Selectmen, for the design, construction and maintenance of footpaths per the Town of Carlisle Footpath Plan, and that to meet this appropriation the Treasurer, with the approval of the Board of Selectmen is authorized to borrow One Hundred and Fifty Thousand Dollars ($150,000) pursuant to G. L. c. 44, s. 7 or any other enabling authority; provided however, that this vote shall not take effect until the town votes to exempt from the limitation on total taxes imposed by G. L. c. 59, s. 21C (Proposition 2 ½, so called) amounts required to pay the principal of and interest on borrowing authorized by this vote.   (BOARD OF SELECTMEN)

Town Election on May 13, 2003: Debt Exclusion Ballot question

Question 2:  Shall the Town of Carlisle be allowed to exempt from the tax limit under the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to design, construct, and maintain footpaths per the Town of Carlisle Footpath Plan?
