Presentation to Board of Selectmen
- Deb summarized her presentation to the BOS that was on February 21. The BOS would like us to repair the Bedford Rd. pathway and complete any final surface before we proceed with other roads. The overall project will require additional funding, but we don’t need to ask for more at Town Meeting, nor make a report at Town Meeting this year. Rather, we will look to the Land Use Team for guidance on surface material. We will continue to apply the funds available.
- An easement request letter, from the BOS, was submitted to the Archdiocese of Boston for St. Irene’s.
Bedford Rd. pathway easements
- 209 Bedford Rd.: An easement been requested from the Zezimas in order to relocate the pathway onto their property inside a tree. Art and Sean will meet with the Zezimas to follow up.
- Final easement mortgage subordinations: Nancy submitted packets to all abutters. Only three have been returned (Seawright, Shohet, and Knight), and those three do not have mortgages.
- As-built survey: We will see if mortgage subordinations, as they come in, require a finalized as-built survey. Art will follow up with Field and his bank, if there is any problem. We currently have a draft as-built survey (excluding section at the ATM and Zezima property revision). LandTech recommends reducing the survey into smaller 8.5 X 11 map segments for each abutter, which John will do. Nancy and Eileen will follow up on outstanding documents.
East Street planning
- Historical Commission: We intend to incorporate the Historical Commission requests when we meet with Land Use Team.
- Wetlands notice of Intent:. The flagging has taken place. A motion to approve the invoice of B & C Associates Inc. for $955 to flag and survey wetlands passed unanimously.

- We know that the pathway surface that we are using today is unacceptable from a maintenance perspective. There are other surfaces, but they cost more. We will need more money. At this time we merely want to ask the BOS whether we should ask for more money at the upcoming Town meeting or wait until after we have spent all the funds we have.
Deb presented a rough alternate surface costs table for each road, considering linear feet, difficulty factor, special conditions, etc. for use of asphalt only and for asphalt and organic stabilizer in the Historic District.
John will calculate the exact linear feet for the Historic District.- We need to communicate that project will cost more than planned due to the fact that components such as retaining walls and culverts are deferred maintenance problems that should not have been our responsibility and come out of our budget.
- Next Tuesday, February 28, is the final BOS meeting prior to the spring Town meeting warrant closing on March 7. We do not need to request specific funds by that date, but we would need to request a place on the warrant by then, with details to be submitted a month later.
- A motion, that we ask the BOS at their meeting next week (February 28) how to proceed with the potential need for additional funding for alternative surfaces, passed unanimously. Deb will attend the BOS meeting.
- We need to meet again prior to attending the Land Use committee meeting. We will not be ready for their March 16 meeting. We will request a meeting in April.
East Street planning
- B & C Associates has been contracted to do the flagging of the wetlands of East St. for $550 and then plat the survey for an additional $700. They will do it within the next two weeks. Flagging will actually be the replacement of previous flags, and will be done only on Town property. Nevertheless, Sean will inform the abutter(s) out of courtesy.
- John has discussed how to handle the wetlands with Gary Davis and has drawn up a sketch of the plan, which he will present to ConsCom.
Bedford Road easements
- There is a question about whether we are requesting easements for approval at Town Meeting. Heather will find out the date and check with Nancy regarding the status of easements.
Frank has requested to be an associate member, rather than a full member.

The Town Common Committee presented their landscaping surveys of the Town Common, and expressed an interest in keeping mutually informed about plans for pathways in the Town Common area. The committee, which has been in existence a year and half, has a $1000 grant from the Garden Club for landscaping and is working with a landscape architect, Stamski and McNary. The landscape architect wants to know the path location on the Common plans.
The Town Common Committee had sent a questionnaire to the Town for feedback, and feedback included to bury overhead wires. Since there might be digging of trenches they want to coordinate it with any pathway construction. (The cost for burying the wires in the Historic District will be $2 million. It can be covered by a surcharge on user’s bills and/or by the Town.) Street lights are another issue.
John advised that the Concord Road pathway will likely be on the side of the road with the Common, but it might not be formally constructed, due to limited space, so it would just be an informal path. It’s not too unsafe now, compared to other streets. What is dangerous is the Church Street- Concord Road corner. So, it is not impossible that a path could be on the other side.A School Street Pathway section was part of the School Loop pathway plan. It would more likely be constructed on the church (FRS) side of the road, not the Common side. We have not proceeded with building the pathway due to difficulties in obtaining an easement, but that will change with change of the property owners. The steep grade may be an issue.
A pathway on the two-way traffic leg of Church Street (between School Street and Concord Road) was not in the footpath plan, but we want to consider it to allow safe access to the school from Concord Road. It might make more sense to build on the Common side. The grade is steep, though.

- Jack, Deb, and John, are working on the timing, financial analysis, surface analysis, alternative funding sources, and follow-up with the Carlisle Land Use Team. Deb went to the Land Use Team and they want us to come to their meeting. John will contact Deb about getting a deadline date with Tim Hult.
Bedford Rd. pathway
- New easement for 208 Bedford Rd. (Zezima) - Nancy called them and left a message
- Final easements and mortgage subordinations - Nancy has reviewed the information Art gave her and has:
-phoned the towns of Lincoln and Acton regarding any process for securing the subordination of mortgage documents, though they tried, they had no help to offer.
-called Land Tech to request an appointment. Hopefully Land Tech will determine that there is no easement needed from Lewis or Schwartz.
- almost completed very thorough packets requesting that easement holders seek mortgage subordination documents from their lenders. The packets include copies of the easements, fill-in-the-blank form letters, full or partially addressed envelopes, and more. They will be mailed next week.
