The plan will be funded by 10-year bonds over the life of the project by combining them with other bonds as issued. The total annual impact of the debt on the average Carlisle household tax bill of $7,500 is less than $1.00 in first year, or 1/100th of one percent increase, rising to $15.00 per household per year, or less than 1/5th of one percent by the end the fifth year. The $15 increase will remain in place only as long as the debt is outstanding and will therefore terminate in ten years.

A $150,000 bond issue represents less than 1% of the debt capacity becoming available over the next five years. The actual total borrowing may be less, as determined by the extent to which the plan is ultimately implemented.

This funding was approved by a warrant article and ballot question passed in spring 2003.
